KULELI sonto ngithanda sibheke indaba ebisezithebeni ngesonto elidlule mayelana ne-Employment Equity Plan, uhlelo lokuqasha ngendlela engacwasi.

Lolu hlelo liwundabamlonyeni futhi njengoba bekwethulwa iSabelomali ngesonto elidlule. UNgqongqoshe wezemiSebenzi uMnu Thulas Nxesi uthe amatomu usezowaqinisa kakhudlwana kuzo zonke izinkampani ezigoloza ukwenza isiqiniseko sokuthi lezi zinkampani zineqiniso uma kukhulunywa ngokuqasha kwazo zonke izisebenzi  ngokulingana kuzo zonke izikhundla ezikhona ezinkampanini.

Uma ubheka ukuthi sisuka kuphi uzobona ukuthi ngaphambi kokuthi kuze kufikwe lapha uhulumeni obekela khona izinkampani imigomo ngokuthi ziqashe ikakhulukazi abantu abamnyama ezikhundleni eziphezulu kuhambisana nokuqashwa kwabantu besifazane kulezi zikhundla. 

Kwaqala kwafakwa uhlelo olwalubizwa ngeAffirmative Action. Loku kusho ukuthi kwakunezikhundla ezazibekelwe abantu abamnyama nje kuphela, uma ungemnyama ungavunyelwe ukuthi ufake i-CV yakho.

Abaningi loku babekubona ngokucwasa ngokwebala, ikakhulukazi abelungu ababeqhoqhobele izikhundla eziphezulu. Babengafuni ukuvuma ukuthi uhulumeni wobandlululo awenzanga kahle ngenkathi waba imisebenzi ngezikhathi zokuphatha kwabelungu, lapho umuntu omnyama wayecwaswa ngokwebala ngisho ngabe ufunde kangakanani.

Uzokhumbula futhi ukuthi phambilini bonke abantu abamnyama bebengavumelekile ukuhola imali engaphezu kweholwa ngabelungu. Naningenza umsebenzi owodwa, nibe neziqu ezifanayo, wena ube nesipiliyoni esedlula umlungu osebenza naye kodwa umthetho wobandlululo wawungavumi nje ukuthi wena njengomuntu omnyama uhole ukudlula uBasi. Ngakho-ke lo mthetho weAffirmative Action wenzelwa ukuqinisekisa ukuthi abantu abamnyama bayalithola ithuba lokuphatha izikhundla eziphezulu, ngaphandle kokucwaswa ngokwebala.

Emva kwaloko kube sekuyiwa kwi-Black Economic Empowerment eyaguqulwa yaba yiBroad-based Black Economic Empowerment. Loku kusho ukusabalalisa umnotho kubantu abamnyama abaningi. Uhulumeni ubeke imigomo ethi zonke izinkampani kufanele zenze isiqiniseko sokuthi ibala lomuntu omnyama liyabonakala nasezikhundleni eziphezulu zenkampani.

Yilapho-ke kwabekwa khona umhlahlandlela onika izinkampani igunya lokuzenzela ucwaningo lokuthi zizoyilungisa kanjani indaba yokuqasha ngokulingana, ikakhulukazi ukuqasha abantu abamnyama nabantu besifazane ezikhundleni eziphezulu zezinkampani. 

Kwafanele ukuthi izinkampani ziqoke ama-Employment Equity Committee, amakomidi abheka isimo senkampani ukuthi imi kuphi futhi eze nohlelo lokuthi kulungiswa kanjani okungahambi kahle. Yingakho-ke kwase kufuneka ukuthi yonke inkampani ikhiphe i-Employment Equity Plan ehambisana ne-Employment Equity Act.

Lapho yonke inkampani itshengisa ngokusobala ukuthi uthini umhlahlandlela wayo ukulungisa isimo sokuqasha ngokulingana nokuthi lezi zikhundla kuyofakwa nini abantu abamnyama kuzona. 

Kuvele kwacaca bha ukuthi ziningi izinkampani ezingalulandeli lolo hlelo olwaluqoshwe yizona lwaba wumhlahlandlela. Into eyenzekayo nje wukuthi izinkampani eziningi ziloku zithalalisa nje into ongayiboni, zibeka izaba okucaca ngokusobala ukuthi azizimisele ukuguqula indlela eziqasha ngayo ezikhundleni eziphezulu.

Yingakho-ke manje uhulumeni esethe kusukela mhla ka-22 Septhemba 2022 yonke imihlahlandlela okwacelwa ukuthi izinkampani ziyenze ngeke isasebenza, kunaloko uhulumeni usezotshela imboni nemboni ukuthi bangaki abantu okufanele ibaqashe kungakashayi sikhathi esithile.

Loku-ke kususe umsindo omkhulu ezinhlakeni zamabhizinisi. Mina ngithi sekungafane kusuke umsindo, sesikhathele abantu behudula izinyawo benza sengathi bayazenza izinguquko kanti lutho. 

Uhulumeni kufanele uyeke ukuloku ucula iculo elilodwa elingayi ndawo. Uma lezi zinkampani zingawulandeli lo mthetho omusha ohlongozwayo wokuzitshela ukuthi kufanele ziqashe kanjani, kuyofanele uhulumeni uvele uzihlawulise izinkampani ukuze zizwe kahle ukuthi akusadlalwa manje.

Siphelile isikhathi sokuncenga manje, uhulumeni kufanele uyeke ukukhulumela safuthi, sibone ngezenzo nangemiphumela.
